What does ‘cross-border’ mean in freight transport and logistics?

EU licence for cross-border logistics

The EU licence, also known as a community licence, authorises the transport of goods within the EU, as well as cabotage transport (transport of goods from A to B in another country by a non-local shipping company) without additional bilateral licences. This is particularly important for cross-border e-commerce logistics.

If the goods are to be transported via export-import logistics to neighbouring countries that do not belong to the EU or the EEA states, the forwarding company must also provide bilateral approval. However, this excludes Norway, Iceland, Liechtenstein and Switzerland, which can also be supplied with the EU licence.

A CEMT approval for freight management is required for transport between EU and EEA countries and other countries that are neither part of the EU or EEA. Forwarding companies that carry out international trade logistics must be able to demonstrate this.

Numerous formalities are required for international freight transport. This includes shipping documents, compliance with border formalities, customs clearance and import duties.

As an entrepreneur, you have rights and obligations regarding customs. VAT certificates

A company that carries out international deliveries, such as in e-commerce shipping, must be able to provide proof of the VAT shown to the tax office. This means that for goods on which sales tax is due, this must be visible on the invoice.

Customs documents

If goods are sent to countries outside the EU or imported into the EU from non-EU countries, a completed customs document must be enclosed with the packages. This describes the number of goods, the value, the freight costs and freight insurance, the total weight and other details such as the invoice number.
